Why a certification, and not another manifesto

The world has enough AI principles. What it lacks is a claim about human benefit that somebody can lose.

There is no shortage of AI principles. Governments have published them, industry bodies have published them, and most large companies have their own set on a page nobody has opened since launch week. They are usually well written and almost entirely inert, because a principle has no failure state. Nothing happens to you if you stop meeting it. Frequently nobody notices, including you.

A certification behaves differently, for four structural reasons rather than any moral ones.

It is dated. Valid twelve months from issue. A commitment that expires has to be renewed deliberately, which means somebody has to look at the evidence again while the deployment is still live.

It is evidenced. Each Guardrail names the evidence it requires. The net human score is calculated from that evidence and verified, not self-declared — a self-declared number is a marketing asset, not a governance one.

It is comparable. The same eight criteria for everyone, so a buyer, a regulator or a graduate can hold two organisations next to each other. A bespoke framework cannot be compared with anything, which is often the point of it.

It can be lost. This is the whole argument. A claim you cannot lose is not a claim, it is a sentence.

Publishing the failures is the product

Results are published in full, including the certifications that lapse and the scores that come back negative. That sounds like a liability and it is the only thing that makes the mark worth carrying.

A standard that only records good news is marketing, not measurement.

Every assurance scheme faces the same pressure: the people paying for assessment would prefer that assessment always passes. Schemes that yield to it become logos you can buy, and buyers work that out within about two years. Schemes that publish the misses are uncomfortable to run and mean something for decades.

Why the human side specifically needs one

Financial performance already has an assurance industry — audited accounts, ratings, disclosure regimes, a century of scaffolding built because self-reported numbers were not trusted. Carbon spent thirty years getting its own version. What a technology does to the people it touches has none of it. There is no line, no auditor, no comparable figure, no consequence for a claim that turns out to be untrue.

So the claim gets made freely, everywhere, at no cost. Which is exactly why it has stopped being believed — and why the organisations genuinely doing this work currently have no way to prove it. They sound identical to everyone else.

What certification is not

It is not a licence to deploy, and it does not replace legal compliance — an organisation can be fully compliant with the EU AI Act and still score badly, because the Act sets a floor on harm rather than a floor on benefit. It is also not a maturity badge for having a governance function. It measures outcomes for people, and a small firm with one deployment can score higher than a bank with a department.

Where it stands today

Certification is at waitlist stage ahead of launch: the Standard is published at v1.0, free to read, quote and cite, and open for comment. The assessment behind it is already available inside a consultancy engagement, which is how most organisations arrive — they audit one deployment, discover the second column of the ledger, and want the mark once they can pass it honestly.

That order matters to us. A certification handed out before anyone could fail it would be the manifesto we are trying to replace.
